America’s public servants, including those on the front lines of cyber defense, should have access to the best AI tools available. Today, OpenAI for Government and the U.S. General Services Administration (GSA) are announcing a new multi-year agreement that builds on last year’s federal offer. This first-of-its-kind agreement will provide $0 access—normally $15 per user per month—for the license fee and 50% off usage, alongside expanded support for public-sector cyber defenders. OpenAI is also extending the same offer to all state, local and tribal governments.
Helping government work better—making services faster, easier, safer, and more reliable—is a key way to bring the benefits of AI to everyone. Public servants should help shape how AI is used in government, and that starts by giving them access to best-in-class tools, including GPT‑6 Astra, with strong safeguards, cost predictability and respect for their public mission. More than one million government employees already have access to ChatGPT through our existing agreements, and this expanded partnership extends eligibility across a U.S. public-sector workforce of approximately 23 million people.
Over the past year, public servants have shown what broader access to OpenAI tools can make possible:
- Daybreak Access is improving the speed and quality of vulnerability research, malware analysis, and security-tool development for government cyber defenders.
- The CDC accelerated public-health literature reviews that previously took days or months, producing most initial reports in under 30 minutes, with productivity gains reported by 92% of participating experts
- Georgia’s Department of Revenue reduced the time needed to digitize a tax form from as much as two weeks to 15 minutes
- In North Carolina, the Department of State Treasurer used ChatGPT to identify millions of dollars in potential unclaimed property that could be returned to residents
- Lawrence Livermore National Laboratory used ChatGPT to accelerate development of a preliminary fusion-research model, compressing work that could have taken months into a matter of hours
With this announcement, we are also expanding support for government cyber defenders protecting emergency response, transportation, public health, utilities, and other critical systems. OpenAI President Greg Brockman’s recent essay, The Defender’s Window, and an industry-wide open letter both call for urgent, collective action across industry and government. As part of our new policy, every verified government entity will be approved for our advanced cyber-defender Daybreak Blue access, all at 50% off standard commercial pricing, with scaled training and enablement to support adoption. These defenders can also request access to Daybreak Red for advanced vulnerability research, exploit validation, and red teaming at standard commercial pricing.
This announcement builds upon Daybreak for Frontline Defenders, which OpenAI announced last week with a $1 billion global commitment to subsidized access, training, technical support, and partnerships for frontline cyber defenders.
- Broader access: For the first time, the benefits of this agreement will be available to state, local, and tribal governments in addition to the federal government
- More affordable use: The standard $15-per-user monthly license fee is reduced to $0, with no minimum commitment and 50% off usage costs for eligible federal, state, local, and tribal organizations
- Daybreak Blue access and training: Every verified government entity will be approved for Daybreak Blue at 50% off standard commercial pricing, with scaled training and enablement to help government leaders and cyber defenders use the model effectively and find vulnerabilities first.
- Long-term access: The agreement runs for 27 months, from October 1, 2026, through December 31, 2028, giving agencies a stable foundation for AI adoption
- Practical adoption support: OpenAI will provide buyer guidance, usage estimates, spend controls, onboarding, FinOps guidance, webinars, and an expanded Government Academy to help all public servants become confident AI users
- Secure and responsible deployment: ChatGPT Enterprise does not use business data, including inputs or outputs, to train or improve OpenAI models, and participating organizations will retain the protections associated with the eligible services they choose
