    Source Protection

    Our Commitment

NCIJ Network is committed to protecting the confidentiality, security, and privacy of our sources.

Whistleblowers, confidential sources, witnesses, and individuals who provide information in the public interest often face significant personal, professional, legal, or physical risks.

Protecting those who trust us with sensitive information is a core part of our mission and professional responsibility.

    Confidential Sources

NCIJ may grant confidentiality to sources when there is a legitimate need to protect their identity and when the information they provide is in the public interest.

We do not reveal the identities of confidential sources without their explicit consent, except where required by law and after exhausting all available legal protections.

    Secure Communications

We encourage sources to use secure communication channels when contacting us.

    Available methods may include:

    • Signal
    • ProtonMail
    • Encrypted email
    • PGP encryption
    • Secure file transfer systems
    • SecureDrop (if available)

We regularly review and update our security practices to reduce risks to sources.

    Information Security

NCIJ implements technical and operational measures designed to protect sensitive information from unauthorized access, disclosure, alteration, or loss.

    These measures may include:

    • Encryption
    • Access controls
    • Secure storage systems
    • Multi-factor authentication
    • Secure communication tools
    • Digital security training

Access to sensitive materials is limited to authorized personnel who require access for reporting or editorial purposes.

    Anonymous Submissions

    Individuals may submit information anonymously.

However, anonymity can sometimes limit our ability to verify information and may affect our ability to investigate a matter fully.

Whenever possible, we encourage sources to provide secure means of communication so that our journalists can seek clarification and verify information.

    Verification Standards

Protecting sources does not exempt information from verification.

All information provided by confidential or anonymous sources is subject to the same rigorous verification and editorial review processes applied to all NCIJ reporting.

We do not publish allegations without sufficient evidence and corroboration.

    Legal Considerations

While NCIJ takes extensive measures to protect confidential sources, no communication method can be guaranteed to be completely secure.

Sources should carefully consider their own circumstances and assess potential risks before sharing sensitive information.

Individuals should avoid using workplace devices, workplace networks, or accounts that may be monitored by employers or authorities.

    Source Responsibilities

    When submitting information, sources should:

    • Provide accurate information whenever possible.
    • Avoid altering or fabricating documents.
    • Consider personal security risks.
    • Follow secure communication practices.
    • Respect applicable laws and regulations.

    Public Interest

NCIJ accepts information when it serves a legitimate public interest, including matters involving:

    • Corruption
    • Abuse of power
    • Organized crime
    • Human rights violations
    • Financial misconduct
    • Sanctions evasion
    • Environmental crimes
    • Public accountability
