    In der EU geht es um Aufträge, die einen erheblichen Teil der Wirtschaftsleistung ausmachen. Von Windparks bis hin zu Stahl und Zement für den Bau von Autobahnen und U-Bahnen.

    Deutschland, das Exportkraftzentrum der Union, dringt auf eine breiter angelegte „Made with Europe“-Definition. Dies entspricht auch weitgehend dem ursprünglichen Vorschlag der Kommission. Er sieht die Aufnahme von Partnern vor, die Freihandels- oder Beschaffungsabkommen mit der EU geschlossen haben oder einer Zollunion mit der Union angehören. Der Kreis könnte bis zu 80 Länder umfassen.

    „Deutschland lehnt Protektionismus und Diskriminierung ab“, heißt es in dem deutschen Papier. „Die EU muss ein verlässlicher Partner für ihre Freihandelspartner bleiben und ihren rechtlichen Verpflichtungen nachkommen.“ Außerdem wird darin eine „Opt-in“-Möglichkeit gefordert, um Staaten einzubeziehen, die EU-Firmen eine entsprechende Behandlung gewähren.

    Dem deutschen Papier haben sich bisher keine anderen EU-Länder angeschlossen. Frankreich, die zweitgrößte Volkswirtschaft der Union, dringt wie Spanien in die entgegengesetzte Richtung und plädiert für einen restriktiveren Ansatz.

    Der französische Industrieminister Sébastien Martin bestritt zwar nicht, dass Europa gegenüber Handelspartnern offen bleiben müsse, betonte jedoch, dass öffentliches Geld in die Produktion in Europa fließen müsse.

    „Auch in Zukunft wird es möglich sein, Produkte zu haben, bei denen ein Teil der Wertschöpfung aus anderen Ländern stammt, aber die Produktion muss in Europa stattfinden, damit sie für öffentliche Fördermittel infrage kommen“, sagte Martin bei seiner Ankunft zur Sitzung am Donnerstag in Brüssel.
