Lobbying firms have been busy trying to influence a variety of spending bills this year – especially President Donald Trump’s signature legislation.
An OpenSecrets analysis of federal lobbying disclosure reports covering Jan. 1 through June 30 found that 846 clients have deployed lobbyists to influence the One Big Beautiful Bill Act, a sweeping measure that provides tax cuts and sets spending priorities. Despite being signed into law in 2025, it remains the hottest bill for lobbyists this year.

No other bill has drawn even half the number of lobbying clients as the OBBBA. The $1.2 trillion spending bill, which ended a partial government shutdown when it was signed in February, has been lobbied on behalf of 404 clients. Four other appropriations bills and three authorizing bills, which help set spending priorities, made the top 10 list but none have been a priority for more than 269 clients.
Two other measures cracked the top 10: The 21st Century ROAD to Housing Act is a bipartisan law intended to increase the housing supply. The SPEED Act is a House-passed permitting reform bill that would accelerate infrastructure projects.
