U.S.-headquartered LLOG Exploration, a subsidiary of Harbour Energy, has decided to move forward with the development of a subsea tie-back to an existing floating production system (FPS) in the Gulf of America (U.S. Gulf of Mexico).
Following a minor riser leak at Who Dat in February 2026, the joint venture (JV), comprising LLOG (operator, 40%), Karoon (40%), and Westlawn (20%), kept progressing a structured remediation plan, with the removal and analysis of the riser planned to start in the third quarter of 2026.
The E manifold production is anticipated to come back online in 4Q 2027, subject to the results of this work. The LLOG-operated joint venture has now sanctioned the development of the Who Dat East field in Mississippi Canyon 509-1, situated in a water depth of approximately 1,300 meters.
This project is a one-well development comprising the completion of the 2024 Who Dat East discovery well, the construction of a 29-kilometer pipeline to the Who Dat FPS, installation of subsea controls, and minor upgrades to the FPS.
According to the operator’s partner, Karoon, the first production is expected in the second half of 2028, at an initial gross production rate of approximately 6,500 bopd of liquids and 50 million scf/d of gas.
The Who Dat East oil and gas production will be co-mingled, transported, and processed through the existing Who Dat infrastructure and will follow the same routes to market. The initial development is expected to generate an IRR in excess of 20%.
Located in a water depth of 800 meters offshore Louisiana within federal waters of the U.S. Gulf, the Who Dat conventional deepwater oil and gas development came on stream in 2011, transporting oil and gas to markets via common carrier pipelines.
