    What’s Going on With Mitch McConnell? Kentucky’s Governor Has Questions.

    Are you there, Senator McConnell? It’s me, Governor Beshear.

    More than six weeks after Senator Mitch McConnell, the former Republican leader from Kentucky, entered the hospital and vanished from public life, the state’s ambitious Democratic governor, Andy Beshear, sent him a letter.

    “I am addressing this letter to Senator McConnell under the assumption that he is capable of reading and responding verbally, and not incapacitated by means of consciousness or cognition,” the governor began. He went on to call on Mr. McConnell to “directly and verbally address the people of Kentucky and provide proof of your capacity to serve, or resign.”

    With his request for proof of life, Mr. Beshear, 48, was seizing on — and stoking — the frenzied speculation that has swirled on both the left and the far right ever since Mr. McConnell, 84, was hospitalized in mid-June.

    And it was an unusual attempt by a politician to puncture the veil of decorum that has long been afforded to aging politicians in the Senate, where more than a third of the senators are now 70 or older.

    “If you are unwilling to voluntarily show that you still have the capacity to serve,” Mr. Beshear wrote, he would “insist” that Senator John Thune, Republican of South Dakota and the majority leader, investigate Mr. McConnell’s condition.

    Mr. Thune told NBC News Tuesday that he had not seen the letter, but he dismissed the possibility of getting involved. “I think that’s an issue, really, that’s between Senator McConnell and the people of Kentucky,” he said. He spoke after attending a memorial service for Senator Lindsey Graham, who died this month at the age of 71.

    A spokesman for Mr. McConnell, who is planning to retire in January, did not respond to a request for comment.

    Calls for new leadership in both political parties have intensified the public’s focus on an aging Washington.

    It’s a potent political issue, but it can be a tricky one to press, since age and illness are nonpartisan. President Trump, who turned 80 this year, is facing new scrutiny over his health; Democrats are still reckoning with their support of former President Joseph R. Biden Jr.’s doomed re-election bid at the age of 81.

    (Mr. Beshear was among the Democrats who had said he would support Mr. Biden’s campaign in the days after a disastrous debate performance renewed questions about his fitness for office.)

    Mr. McConnell, who was once an outsize presence in American politics, has been all but invisible since he was admitted to the hospital on June 14.

    Emergency operators had been heard that morning saying they were performing CPR on an unconscious individual suffering cardiac arrest at Mr. McConnell’s address in Washington; his office initially refused to comment on those recordings. The silence fueled speculation and demands for transparency, including from right-wing figures like Laura Loomer and Glenn Beck.

    On July 12, Mr. McConnell’s aides released a written statement from the senator, in which he said he had suffered a fall that left him briefly unconscious. “I didn’t have a heart attack or a stroke,” it said. “I don’t have any tumors or hemorrhages.”

    People in Washington and beyond parsed the accompanying photograph, which showed Mr. McConnell and his wife, Elaine Chao — along with the front page of that day’s Washington Post’s Sports section.

    Mr. Beshear has taken an intense public interest in Mr. McConnell’s health in recent weeks, urging Mr. McConnell to provide more information. He has also fed the rumor mill himself.

    “I’ve gotten two calls from different agencies, not state agencies, suggesting he’d passed,” Mr. Beshear said, without elaborating, in an interview earlier this month with Katie Couric on YouTube, adding that he thought Mr. McConnell’s reticence had fueled speculation.

    This week, Mr. McConnell’s office released another statement in which the senator said he would not be returning to Washington this week, and that he would miss Saturday’s Fancy Farm picnic, which is a political tradition in Kentucky. An accompanying statement from the office of the attending physician of Congress said Mr. McConnell “has maintained a strenuous course of physical therapy and rehabilitation,” and that his bout with polio as child “continues to be a significant factor in his mobility.” There was another photograph showing Mr. McConnell, leaning on a pillow, and Ms. Chao.

    Mr. Beshear said that was not enough.

    “Even the attending physician’s written statement does not discuss your actual condition, including whether you can speak, reason or carry out your duties as a senator,” Mr. Beshear wrote.

    Mr. Beshear’s punchy letter comes in contrast with the more muted approach taken by Mr. McConnell’s colleagues on Capitol Hill, where Senate Democrats have been cautious about discussing the former leader’s health. There is a long tradition on Capitol Hill of politely ignoring the obvious decline of aging or otherwise incapacitated lawmakers, although that has begun to change.

    Former Senator Dianne Feinstein, Democrat of California, resisted calls to resign despite growing awareness that she faced memory and cognitive issues, and despite a two-month absence in 2023 while recovering from shingles. Ms. Feinstein died in office at the age of 90.
