Germany-UAE energy ties deepen as RWE, Masdar and ADNOC eye LNG supply and €3B offshore wind investment

Germany and the United Arab Emirates are stepping up energy cooperation, with German power producer RWE joining Abu Dhabi clean-energy firm Masdar and oil and gas giant ADNOC to pursue plans spanning more than €3 billion in potential offshore wind investment and advancing talks on long-term liquefied natural gas (LNG) supplies to Berlin, Europe, and Asian markets.

The cooperation in the offshore wind and LNG markets is enabled by two deals signed on September 11, 2026, during UAE President Sheikh Mohamed bin Zayed Al Nahyan’s state visit to Germany, strengthening economic and energy cooperation between the two countries. Under a memorandum of understanding (MoU), RWE and Masdar will explore joint participation in German offshore wind auctions in 2027, with an indicative investment value of over €3 billion.

The partnership comes as offshore wind is expected to become a key part of the European nation’s future power system, providing large-scale renewable electricity and supporting efforts to strengthen energy security while curbing emissions.

Dr. Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, ADNOC MD & Group CEO, and Chairman of Masdar, commented: “The UAE and Germany have built a strong partnership grounded in shared ambition, industrial cooperation and a commitment to energy security. The UAE’s intention to invest an additional €40 billion in Germany reflects the long-term confidence and ambition behind this partnership.

“Both offshore wind and LNG will play an important role in Germany’s future energy system, supporting industrial competitiveness and long-term economic growth. These agreements deepen our partnership with RWE and will help deliver the reliable energy infrastructure that will underpin Germany and Europe’s future prosperity.”

RWE and Masdar already have a long-standing offshore wind partnership in the UK, where they jointly operate and develop projects with a combined capacity of 3.6 GW, including the London Array offshore wind farm, which has been operating since 2013, and the 3-GW Dogger Bank South projects.

Mohamed Jameel Al Ramahi, CEO of Masdar, noted: “From London Array to Baltic Eagle and Dogger Bank South, we have seen first-hand what can be achieved by combining long-term investment with strong partners and world-class technical expertise.

“Our partnership with RWE brings together complementary experience and a shared focus on disciplined execution, and we look forward to applying that expertise to new opportunities in Germany.”

Separately, RWE Supply & Trading and ADNOC signed a letter of intent (LoI) to advance discussions on long-term LNG supply agreements. The duo intends to work toward terms for up to two LNG sale and purchase agreements (SPAs), covering deliveries to Germany and other European markets, as well as Asian markets.

Dr. Markus Krebber, CEO of RWE, said: “We want to bring our complementary strengths and experience to the German market and support the country’s energy transformation with secure, sustainable and affordable power. We also welcome the letter of intent with ADNOC on potential future LNG supplies.

“It builds on the strategic collaboration we agreed in February and underlines our shared commitment to strengthening Germany’s and Europe’s security of supply while further diversifying RWE’s global LNG portfolio. We will now work together to further shape the potential commercial framework for long-term LNG deliveries to Germany, Europe and Asian markets.”

Potential supplies would come from ADNOC Gas and XRG’s expanding LNG portfolio, encompassing projects in the UAE (Ruwais), the United States (Rio Grande), Mozambique, and Argentina, with deliveries expected to begin in the early 2030s.

The LNG talks build on a strategic collaboration agreement signed by RWE and ADNOC in February 2026, as the companies seek to strengthen security of supply and diversify the German player’s global LNG portfolio.

The deals underline the UAE’s growing role as an energy investor in Europe and strengthen a broader partnership between Abu Dhabi and Berlin, spanning renewable energy, gas supplies, and energy security.
