    Scientists put the “recycling is a distraction” claim to the test

    Behavioral scientists from UNSW Sydney and Griffith University have found no evidence that personal climate-friendly choices reduce people’s interest in broader action on climate change.

    The research, published on July 23, followed nearly 2,800 Australians over four years as part of the National Climate Action Survey. Participants who recycled, used reusable cups and containers, took public transportation, ate greener diets, or cycled to work were no less likely to support wider climate policies and collective action.

    The findings challenge a common argument that governments and businesses promote small lifestyle changes to shift attention away from more difficult reforms, such as transforming energy systems and regulating industry.

    “Individual climate actions neither facilitate nor undermine broader climate engagement,” says lead author Dr. Omid Ghasemi from the UNSW Institute for Climate Risk & Response.

    “We found no evidence for the idea that personal action might reduce collective action or policy support because people feel they’ve done enough, overestimate the impact of individual actions, or feel less worried about climate change,” he says.

    Rather than changing people’s political behavior, everyday environmental choices may mainly reflect values they already hold. The researchers found that these actions were neither a trigger nor a barrier to greater public engagement.

    Green Habits Do Not Automatically Lead to Activism

    Australians who reported taking more personal environmental actions were generally more politically involved. They were also more likely to sign petitions, join demonstrations, and support climate policies.

    However, when the researchers tracked the same participants from 2021 through 2024, they found that increasing personal climate action did not make someone more or less politically active the following year.

    “Our research contradicts the strongest version of the ‘recycling is a distraction’ argument,” says Professor Ben Newell, Director of the UNSW Institute for Climate Risk & Response.

    “But it also offers little support for the idea that small lifestyle changes automatically lead people towards activism or systemic reform.”

    Dr. Ghasemi says the findings do not rule out concerns that governments and companies may focus on consumer behavior to avoid responsibility for larger structural reforms.

    “Personal and systemic action are not necessarily rivals,” he says.

    Climate Engagement Declined Slightly

    The study also found a modest drop in collective climate action and support for climate policy between 2021 and 2024. During the same period, personal environmental behaviors remained fairly stable.

    According to Dr. Ghasemi, rising living costs may help explain the decline in wider engagement.

    “When people are under more financial pressure, they may have less time, energy, or willingness to engage in collective action or support policies that are perceived to have economic costs,” he says.

    “But whatever the reason, our results suggest that it is not driven by greater engagement in individual climate action.”

    What the Findings Mean for Businesses

    The results may also be important for companies that invest in sustainability initiatives.

    Programs that encourage employees or customers to adopt greener habits do not appear to weaken support for broader climate action. At the same time, those efforts should not be presented as replacements for deeper changes within organizations.

    “Doing more personal climate action doesn’t seem to come at the expense of broader climate engagement,” Dr. Ghasemi says.
