Australia’s engineering firm Worley has been tasked with carrying out the pre-front-end engineering design (pre-FEED) work for a carbon capture and storage (CCS) project bearing the name of a Roman goddess in the Dutch sector of the North Sea, as the Netherlands’ depleted offshore fields are being transformed from oil and gas assets into underground carbon vaults.
Worley has been hired by Petrogas E&P Netherlands to deliver the pre-front-end engineering design study for the Abeona CCS project, which was named after Abeona, the Roman goddess of outward journeys and transition, derived from the Latin ‘abeo,’ meaning “to depart or go forth,” symbolizing the controlled removal of CO2 and the transition to a more sustainable society.

This Dutch North Sea CCS project will develop a CO2 transport and storage solution for hard-to-abate industrial emitters in the North Sea Canal Area and regions in the Netherlands, using a combination of repurposed offshore infrastructure and new facilities to safely store captured CO2 permanently in depleted offshore reservoirs.
The focus is on redeveloping the depleted Helm and Helder offshore oil fields into a CO2 storage site, while exploring the potential to repurpose a temporarily decommissioned oil pipeline to transport CO2, offering a fast and scalable solution.
Worley’s pre-FEED assignment will refine the development concept, focusing on establishing a robust technical foundation, reducing execution risk, and delivering cost estimates for subsequent project phases.
The company will integrate key project elements to ensure alignment across facilities and pipeline systems, supporting a coordinated approach to pre-FEED delivery and enabling a more efficient transition into the FEED phase.
With the start-up expected in late 2030, the project, which may reuse an existing pipeline to transport CO2 from the Port of Amsterdam to offshore storage sites, where it will be injected into depleted oil reservoirs, is an initiative of Abeona CCS Storage, part of the Petrogas Group.
Petrogas and Bureau Veritas worked together over the past 18 months to assess whether the existing pipeline, which runs from the Q1 block in the North Sea to the EVOS terminal in Amsterdam, can be reused for future CO2 transport.
Bureau Veritas’ completed phase of the assessment, made possible in part through a top sector energy (TSE) feasibility study grant from the Dutch Ministry of Climate Policy and Green Growth, confirmed last month that the existing 20-inch pipeline can be adapted for CO2 transport as part of the CCS project.

“This assessment provides an important technical basis for one of the transport concepts currently under public consultation and shows how existing infrastructure may contribute to the future Dutch CCS system.”

The Abeona CCS project is expected to build scalable CO2 infrastructure in the Netherlands, providing hard-to-abate industries with a practical pathway to decarbonize and curb emissions through permanent offshore storage.
The project will deliver at least 30 million tons of CO2 storage capacity in the short term, which can increase to a maximum of 50 million tons, corresponding to the CO2 emissions of 1.5 to 2.5 million households in a year.
Since both the Dutch government and the European Union (EU) regard CCS as an important technology for achieving climate neutrality by 2050, Abeona CCS aligns with national policy and the European Net-Zero Industry Act (NZIA), which sets a target of 50 million tons of CO2 storage per year by 2030.
This CCS assignment builds on Worley’s recently secured deals and partnerships across the global energy realm, including a non-exclusive strategic memorandum of understanding (MOU) with Baker Hughes to accelerate integrated solutions in the LNG sector.
